Dr. Muhammad Shabbir examines the barriers that persons with visual disabilities face in Pakistan’s financial services. Account ownership and disability-access policy have expanded, but only 17% of blind respondents could use an ATM without help. The study finds that the barrier lies in apps, ATMs and authentication, and recommends non-visual authentication, testing with screen-reader users and disability-disaggregated data.
