Hannah Draper is a Visiting Scholar at FGV Law School, where she researches consumer rights in payment digital public infrastructure in BRICS countries, and Director of Payne & Routledge, Ltd., an international consulting firm advancing the internet in the public interest through research, compliance support, and strategic advice for a diverse portfolio of clients, including from civil society, academia, and philanthropy. Previously, she spent nearly a decade at the Open Society Foundations, where she oversaw a global digital rights program and led several special initiatives, including on human rights in digital ID systems and secure communications for journalists and human rights defenders. She also co-founded INDELA.fund, a Latin American initiative strengthening regional digital rights organizations. Earlier, she advised the Information and Privacy Commissioner of Ontario and worked on regulatory frameworks with the CRTC. Draper holds a JD in technology law from the University of Ottawa and a BA in International Development from the University of Guelph, and has completed additional legal training at the University of Puerto Rico School of Law and the University of Amsterdam’s Institute for Information Law.
