Daphnee is digitisation specialist who holds a Master in Public Policy from the Hertie School and a B.A. in International Relations from the Pontifical Catholic University of Goiás, Brazil (PUC-GO). She is also trained in Social Innovation and Leadership by the United Nations University for Peace (UPEACE). Her field of work analyses the connections between the increasing use or misuse of new technologies and its implications to countries' digital policies: in privacy regulation, government transparency, and human rights protection. Currently she is an independent UN-IGF Consultant/Advisor for Access and Connectivity, being a rapporteur of said multistakeholder discussions. Previously, Daphnee has led the build-up of a few coalitions around digital governance, including acting as a Policy Officer for Financial Inclusion at the International Rescue Committee and a Policy Manager at the Web Foundation. She is fluent in Portuguese, English, Spanish and German, and has become an Alexander von Humboldt Foundation recipient in 2018, being awarded as a German Chancellor Fellow for her leadership trajectory.
